(sad, really) The first thing to check is that in your CSS comment header you referenced the parent theme using only lowercase letters. </p> <p>In my case, the issue was that Thematic originally installed to my directory in this folder: "thematic.0.9.7.7", which contained the "thematic" folder. I've had this happen to me while editing/designing. Whenever it happens I clear my browser cache, and if I need to, i clear my wordpress cache also. Do you have a functions.php file in your child theme... if not you need one. Try activating the default theme and the reactivating your child theme. Also the directory for the parent theme(Thematic) needs to be exactly what you have after the "Template:" part of the comment. Thematic's directory name should be thematic unless you've changed it to something else.
