Changing the h1 page-title on the category page

Is it possible to change the h1 page-title on all the category pages: http://www.la-artist.com/neighborhood/burbank-glendale/

The page-title reads: : Category Archives: South Central

I would like it to read: Neighborhood Archive: South Central

Is it possible to edit the page-title?

Instead of 'Community', write 'Neighborhood Archive'.
