localization of typography

    hi there!
    i'm looking for a solution how to change the formating of typography and bring it into a localized format.

    example: quotation marks
    in english language they are on top, the first (opening) looks like "66", the last (closing) like "99".
    in german language the first is on bottom, second on top, they look like "99" and "66".

    how can i change this?

    meanwhile i found this http://codex.wordpress.org/User:Here/Texturize but isn't it possible to change this in my theme with a filter?
